Tiivistelmä
The objective of my doctoral thesis is to develop web-based blended learning for the Finnish National Defense College (NDC). The question is approached from the teacher's point of view. Finally, attempt to investigate the advantages of web-based learning in the regular military education and training at the Finnish Defense Forces (FDF) .
My research is part of the development of web-based blended learning at the FDF, especially at the NDC. I attempt to concentrate on how to support classroom instruction, distance learning and independent studies by web-based learning. Hence the three basic issues of my research include: what is understood by learning environment, what is meant by military pedagogy as a specific point of view, and finally, how should web-based learning be developed?
The fundamental question is to what extent web-based learning could contribute to education and training at the Finnish Defense Forces. Accordingly, development in the Finnish information society is a challenge and opportunity to the educational system of the FDF. Moreover, it also puts pressure on the system. The FDF must also be aware of the specific tasks which society has assigned to this security institution.
The general development of the Finnish information society is perhaps not the best guideline for picking an optimal solution for the use of the FDF. Knowledge and information warfare have been given considerable attention. However, from a military-pedagogical perspective, peacetime education has not been developed at the Defense Forces. Without this perspective we may be blind to the special needs of the changing military organization. This, in turn , can lead us to a situation where we do not have any contact with practice.
The NDC has a central role in training military teachers, trainers and coordinators. The new training system for officers has changed the role of the NDC a great deal. Today the college has to present guidelines for the entire officer training system implemented in all branch schools all over Finland. The NDC is responsible for coordinating and developing the learning method advocated by the development program of the Finnish Defense Forces' Open Learning and Working Environment. The NDC is also a member of the Virtual University of Finland. Consequently, this is another reason for developing web-based multiform learning. We therefore have an opportunity to connect the development of the Finnish information society with the development of the FDF.
A few years ago the FDF took the initiative of developing what is called 'The Open Learning and Working Environment (OLWE)'. The official definition used is as follows: The OLWE involves a physical environment together with mental and social interaction. The new environment motivates, guides and supports distance learning and web-based working and also provides feedback.
The OLWE raises questions on 'open learning'. The most significant change in the new concept is how much we should and could develop our learning towards what could be looked at as a more 'open' way of learning at the FDF. lt seems that we could find some space equally for open learning.
However, it should be remembered that the new teaching and learning method is not abolishing traditional methods. Consequently, multiform learning is an addition to a variety of teaching methods. The same also applies to technologies used in education and training.
lt is vital to understand the essential character of e-learning or web-based learning. My research attempts to highlight that a new way of learning should be integrated with the old manner of doing things. The easiest way of doing this is to give teachers the task of connecting traditiona! practices with new ones. ln doing so we will realize that practical theory is a very important issue.
From a theoretical point of view, I build my research on general learning theory, which I am trying to adapt to education and training at the FDF. The general learning theory refers to the so-called constructive learning theory. This would not be easy because nobody can 'order' the teachers to apply the theory in their work. The conception of learning embedded in the theory is most vital. The idea is a prerequisite for research and the practical use of the theory.
The result of my action research is the definition for teachers of the planning process of blended learning. The process is a normal planning process applied in teaching. However, in this research the planning process is based on web-based learning . The planning process consists of six steps which include: an analysis of learning theory, an analysis of learners, a decision on the selection of the learning process, building a learning environment, making a guiding system for learning and producing teaching materials.
